ChatGPT Ads for Service Businesses

Local and professional services can run ChatGPT ads with city targeting and lead tracking. Here is what is allowed, what the results look like and the setup to start with.

The short version

Local services are on OpenAI's allowed list, and you can target states, regions and cities. Legal, health and financial services are allowed only in the US, case by case. OpenAI's proof is Angi, which cut its cost per lead by 34%. Public tests by agencies and local businesses are mixed: some got leads near their Google cost, many got clicks and no qualified leads. Phone calls need their own tracking.

What your business can advertise

  • Local services: allowed in all 63 self-serve countries, for example home services, cleaning and repairs.
  • Legal services: US only, and only where you are licensed. That covers personal injury, immigration, legal claims and document preparation. Outside the US, legal services cannot advertise.
  • Health services: dental, vision, urgent care, minimally invasive cosmetic procedures and similar are US only, case by case, and you may need to show your licence. Invasive or high-risk procedures are banned.
  • Financial services: insurance, mortgages, financial planning and loans are mostly US only and reviewed case by case. Credit repair and debt relief are banned everywhere.
  • Recruiting: single job listings are banned.

ChatGPT also shows no ads in conversations about mental or personal health, so therapy-style services have little room.

What the results look like so far

OpenAI's 2 service stories:

  • Angi, a marketplace for home services: return on ad spend up more than 38% from one quarter to the next, and cost per lead down 34% after moving to conversion campaigns. It started with about 20 categories, such as roofing, handyman and HVAC, then added nearly 30 more.
  • LegalNature, online legal documents: about 40% of visitors from ChatGPT ads started a document right away, and about 71% of the people who finished one gave their email.

Outside OpenAI, results split. A legal marketing agency reported 12 leads for about $2,000 for one law firm, about $166 a lead, with far lower volume than Google. One advertiser on Reddit who spent about $34,000 across many niches reported good results in home services, personal injury and DWI law, and poor results in criminal defense, employment law and dental. An Australian home services marketplace called it not viable after 2 months. Agencies that tested ads for their own services mostly got clicks and no clients: Workshop Digital spent $2,319 for 739 clicks and no qualified leads, and Windmill Strategy spent $1,470 for 259 clicks and no conversions.

Plenty of service businesses are testing. Business and professional services had 8.5% of US ChatGPT ad views from March to August 2026, from 2,231 advertisers led by LegalZoom. Ad trackers have also seen garage door repair, house cleaning, roofing, locksmiths and pest control companies running ads.

Where your service can show up

BrightLocal's February 2026 survey of 1,002 US adults found that 45% had used ChatGPT or another AI tool to find a local business, up from 6% a year earlier. In OpenAI's study of ChatGPT messages, 8.5% asked for how-to advice. Angi saw homeowners come to ChatGPT both when ready to hire and when planning to do the job themselves.

The setup to start with

  1. Set your service area with location targeting. A context hint cannot limit where your ad shows. New accounts may be limited to their home country until verification is approved.
  2. Write one ad group per service. OpenAI's example hint for a local business is "After-hours residential plumbing in [city], with an $89 service-call fee for urgent repairs". It says what you do, for whom, when and at what price. Angi built ad groups by category, and LegalNature ran one campaign per document.
  3. Send each ad to the page about that service, not your homepage. Make sure your site lets OpenAI's crawler OAI-AdsBot in, because some hosting firewalls block it and the ad then stops serving.
  4. Track every lead. ChatGPT has events for a lead form and for a booked appointment. It has no event for phone calls, so if the phone is how you get work, add a call tracking tool.
  5. Move to conversion campaigns once leads are tracked. Angi went from daily budgets, to paying per click, to conversion campaigns, and its cost per lead fell 34% after the last step.
  6. If you use HubSpot, you can build ChatGPT ads inside it and send the leads straight into your CRM.

What to watch

  • Lead quality. Several advertisers report junk form fills. Check every lead against your CRM, not only the count in Ads Manager.
  • Uneven volume. One agency saw thousands of views one week and fewer than 100 the next.
  • Regulated services outside the US. Legal, health and financial firms outside the US cannot run these ads at all yet.
  • Creative enhancements. From October 29, 2026, OpenAI can rewrite your ad text and change your landing page unless you switch it off. Regulated firms should decide before then.

Which service businesses should test first

  • Good fit: services people research before they hire, such as home projects, legal documents and planned procedures, with a clear offer or price you can put in a context hint.
  • Weaker fit: emergency jobs where people search and call within minutes, which still belong on Google, and regulated services outside the US.

At the $25 daily minimum, a week costs up to $175. Judge the test on cost per qualified lead, and compare it with your Google and Meta leads from the same weeks.
